Bob Middleton is head of the firm's Energy, Regulatory and Utilities practice group.  He is also a member of the firm's Agriculture, Business Litigation, Government Affairs and Transactional practice groups.   Prior to joining HBS, Mr. Middleton was a partner at Alston & Bird, LLP in Atlanta.  After moving back to his hometown of Albany, Georgia, in 2001 he became a partner at Watson Spence LP and then started his own firm, Robert J. Middleton, Jr. LLC, for five years.  Mr. Middleton splits his time between the HBS Albany office and the firm's Atlanta office.

Mr. Middleton obtained his undergraduate and law degrees from the University of Georgia in 1979 and 1982.  Over his thirty-seven years of practicing law, Mr. Middleton has represented both public and private clients, governmental entities and non-profits, in a broad range of legal matters including administrative and civil litigation and appeals, corporate law, transactions, complex contract negotiations, economic development and government affairs before agencies and legislative bodies. He has performed a broad range of services for his clients and has served in a general counsel capacity for many of them. During this time, he has developed particular areas of expertise involving transactions, complex contracts, electric power matters, natural gas, telecommunications, solar projects, water law, municipal law and regulatory compliance.

Practice Areas

Business Litigation

Mr. Middleton and his team at HBS represent business entities in a broad range of issues including administrative, regulatory and civil matters before agencies and in state and federal court that affect the success of the clients. Mr. Middleton has negotiated and litigated a number of complex contractual matters. He practices before the Georgia Public Service Commission in electric territorial and natural gas cases and other regulatory proceedings.  He also handles matters related to economic development negotiating tax incentives from state and local governments for clients.
